In all honesty, it doesn't need much seating. 1200 should be enough.

Rockdale would have almost 500 seats if you include the 3-4 lines of single chairs inside the club house.
Also will drive past the pitch at blacktown olympic park again in a couple of days and so will stop and have a better look when I do. The development is not yet complete so they might be building something similar to what rockdale have outside their club house.

No looking at the pictures it seems more like 500 uncovered with a portion partially covered.

they dont have any covered seats....
i dont know if that is a pre requisite, i dont think it is.....
at the end of the day it is determined by the fnsw board if they think the team is seen fit to be promoted....
