After Santos left and the conclusion of the three year plan was complete, many were wondering what the future holds. The change of coaches and other factors left many believing the front office doesn't have a plan and the club was in disarray. But in fact Zagorakis had a squad for 'protathlismo' and in light of recent events is now starting to build a squad for a 'protathlima.'
Administration:
Coach: Zagorakis brought in Santos and started to have a competitive squad when the lobsters replaced the sardines. Each player had a specific role, played as a unit, and the team earned results. Beretta was the first coach and logically wanted to apply his own coaching on the team but was fired because it wouldn't work. Dermitzakis was then brought it, had results, but the team underperformed when he started to tinker with the team. Beretta blamed the football culture in Greece and Dermitzakis put it on the players, to read between the lines, both of them wanted to deviate from the plan that was already in place. If it's not broke don't fix it! I don't think PAOK will bring in a high dollar foreign coach that wants to impose his own style and bring in his own players like Jimenez. Xavos was the third coach and with him PAOK is now third place and qualified past the group stages in the Europa League with Zagorakis keeping a close eye on things...
Technical Director: Konstantinidis as the director of football is the type of guy PAOK needs get the job done. The club doesn't have the money to hire a Kovacevic-type and spend money each transfer period or stupid enough to deal with a Ferrer-type that is hit or (most of the time a) miss. We need someone that understands the Greek market and knows Greek football. Fortounis and Tachtisidis over the summer would have been diamonds in the rough. Considering it is illogical and not feasible for a Greek team to have a B squad, we'll need someone to keep an eye on our players out on loan in Greece which brings up my next point.
Players:
Youth Players: Tsoukalas is a perfect example of a moneyball type of player. He is a product of our youth team but wasn't ready for first team action and ultimately loaned to the C Division and to B division of Cyprus. Then out of the blue he returned this January and without any top flight experience or summer training with the team has unexpectedly performed admirably next to Garcia; becoming a squad player. PAOK has a successful academy and it would be financially irresponsible to continue to ignore. There is no room in the budget to overpay fringe players because they happen to be foreign. Loan out the youth or bring them in the rotation, see which ones can become starters, and then either keep them or release them like Arabatzis, Iliadis, and almost Balafas.
Squad players: Players that see a considerable amount of minutes have contracts around 300.000 a season that have had solid performances at other Greek clubs. Filomeno, Ivic, Fotakis, Chalkias, etc. The next level of a moneyball player is Athanasiadis, who is fighting for a spot in the starting eleven each week. He has notable performances, is at least debatable for the NT, and is most importantly on a contract with low wages. A player that has the potential to earn 800.000 a season with the club or be sold for a profit abroad.
Star players: Players that are guaranteed minutes and a position in the starting eleven have wages around 600.000, Garcia, Contreras, Muslimovic, Vitolo, Salpiggidis. The last and final level of a moneyball player is Salpiggidis, the best Greek forward in the league that came from PAOK’s youth ranks. These are the players that push the team higher competitively.
Vieirinha: Vieirinha is a special case, the moneyball player we loaned from abroad and tried the same thing with El Zhar. A foreign player that isn't getting minutes with a tremendous upside we get on loan with an option to buy. Minimal risk, high financial reward.
Championship Building: By releasing players that have had no impact and ones that are expendable the club saves money by utilizing players on lower contracts. In the future the quantity of players that have a cost-benefit of 800.000 increases, have the rest of the squad on 200.000 to 300.000 contracts for players fighting for minutes, and the squad depth will be composed of new players from the academy and loan returns.
Right now Zuela, Cristiano, Boussaidi, and Abu were replaced with Arias, Tsoukalas, Kace, Stafylidis, and Etto. Arias makes 200.000 a season and Etto makes 250.000, Kace, Tsoukalas, and Staflyidis make a combined 150.000 for arguments sake. Zuela, Cristiano, Boussaidi were at 300.000 and Abu was on loan. El Zhar(250.000), Filomeno(370.000), Muslimovic(500.000), and Cirillo (370.000) contracts end this summer. This summer we free up 1.54 million euros.
2011-2012, for next season Tsoukalas, Kace, Balafas, Fotakis, Arias, make Vitolo surplus. That's 450.000. Up to 1.99 million saved.
Sell Kresic and use his fee and wage to sign a winger.
We resign Muslimovic and Cirillo at 250.000 which drops the availiable budget to 1.490.000
Sell Savini and use his wages and fee (250.000+200.000) and another 390.000 to budget in Vyntra at 790.000.
Savings down to 1.100.000 and one more Greek to stay on course for the 6+5 rule.

2012-2013, therefore when Chalkias, Garcia, Ivic, Contreras, and Lino expire there is 1.915.000 and at least half of 1.100.000 available for a LB, CB, DM, GK. This period budget changes by having 4/5 players on 800.000 contracts and the rest on 300.000 and 200.000. Transfer in two no nonsense 800.000 DM and CB, 300.000 GK, and maybe see if Georgiou, Sakellariou, Stafylidis can start if we don't get a Greek elsewhere. In this season we'll need two starting Greek to stay on for the 6+5 rule, hopefully by then we have more money from some other deals and awards plus money to increase Vieirinha's wages!!
