Rigters, fresh from a 10-day trial with Wellington Phoenix, turned down a move to New Zealand after Ricki Herbert’s side could not match his wage expectations, believed to be in excess of $200,000.That won’t deter United, which still has room to move within the salary cap. Gold Coast owner Clive Palmer is believed to have sanctioned the signing of a third Dutchman following the arrivals of defender Paul Beekmans and midfielder Peter Jungschlager. The Rigters deal hinges on Former FC Dallas striker Smith, who was the club picked up in June from Sydney Olympic, accepting a pay-out. The club has its allotted five visa players and he must be set free before Rigters can be unveiled on a one-year deal. Smith has struggled to impress in several pre-season friendlies against local Queensland opposition with Bleiberg deciding to act when Rigters’ Phoenix negotiations broke down.

You cant sign players whenever you feel like it, especially ntot a week out from the semis lol
The deadline to register players was a couple of months ago

If that's the case then we are unlucky, but I would think that there would be a special case considering that he was registered with Olympic from the beginning of the season.
